William Osborne Perkins III was born on February 2, 1964, and grew up in Jersey City, New Jersey. His father was a criminal defence attorney, and his mother was a school teacher. He completed a B.S. in electrical engineering from the University of Iowa.

In 1991, Perkins joined the New York Mercantile Exchange as a trainee for a clerk. In 1995, he moved to Houston and started running trade derivates and options trading for El Paso Energy, Statoil, AIG Energy Trading, and Zahr Securities.
Two years later, in 1997, he founded Small Ventures USA, L.P., an investor in CUTUCO Energy. The project aims to build a liquefied natural gas facility and natural gas-fueled power plant in El Salvador.
In 2002, he joined John D. Arnold's new hedge fund, Centaurus Energy, and made over $1 billion in trading profit. Despite profits, the company shut down due to low natural gas prices. He then founded Skylar Capital, a fund to trade gas futures, options, and swaps. The company raised $102 million in capital in its first three months.
